What Federal Law 244-FZ allows on a phone
Russia regulates gambling through Federal Law No. 244-FZ on State Regulation of Gambling. The citation on record is Federal Law No. 244-FZ of 29 December 2006. The law came into force on 2007-01-01.
Online casinos in Russia are Prohibited. The licensing model for those casinos is Prohibited. Sports betting in Russia is Licensed: operators hold a national licence, under a bookmaker licence rather than a casino licence.
A phone does not create a second category. The same status covers a browser cashier, an APK and a home-screen icon. Esports betting in Russia is Licensed: operators hold a national licence, and that status describes betting, not slots.
Penalties on record target the operator under Criminal Code article 171.2. The aggravated case records a prison term of up to 6 years and a fine of up to RUB 1.5 million. Those figures are the operator case, not a published schedule of player fines.
Why Android casino apps in Russia are APK files
Google Play's country table for real-money gambling apps does not list Russia. A Play result labelled as a casino there is a social or demo title, not a cashier that pays out.
The real-money file, when a casino offers one, is an APK on the casino's own domain. Grant the unknown-sources permission for that browser only, then switch it off. Play Protect can scan the file as it installs.

YooMoney, WebMoney and MIR on a casino cashier
Visa and Mastercard cards issued by Russian banks no longer clear payments abroad. A card logo in an offshore cashier is the brand list the casino prints, not proof that a Russian card will authorise.
